Why does this not anchor Norton 360 Premier? The Norton program icon keeps reverting to a different location.

Right-click on the desktop and then go to View > Auto Arrange. Uncheck this option, then run the software again, and the default layout of the icons on your desktop will be used. There haven't been any other reported errors with the application, or at least I haven't found any, but the above solution should work with the icons on the desktop.
